I removed the blue plastic covering inside both rudder skins and used a hot iron to remove strips from the outsides. Then I final drilled all the right rudder stiffeners using a scrap piece of plywood underneath so I wouldn't drill into my bench top. This allowed me to cleco everything down as I went along. Then I took it all apart and deburred the holes in the stiffeners and skin as well as the outer edges of the skin. I finished up by dimpling the skin and stiffeners. I didn't bother using the tank dimple dies for the stiffeners since the skin for the rudder is so thin and the stiffeners layed very flush with the skin as shown in the photo.
