Removed top forward skin from fuselage; removed fans and GPS antenna from skin. Disconnected fan lead from spare circuit breaker; called Jason Smith and discussed fan issue. He explained the default functions of the avionics relay and said that if the fans were connected to the spare circuit breaker and the avionics relay breaker was pulled, the fans would come on with just the master switch. With the avionics relay circuit breaker set, the fans would come on when the avionics master switch was turned on. Temporarily connected fans and and checked; his information was correct. The fans now come on with the avionics master switch as intended.
