Refine empennage stand for fit and clearance. Made up locking blocks for elevator counterweights. Test-fit elevators to check for binding or clearance issues. Right elevator counterweight got out of locking blocks and hit floor while I was holding the other end. Minor displacement of lead; tapped back into position. No other discernable damage.
