Manual 11-03 steps 1 & 2 - insert stabilator counter balance weight into the tail. Re-orient install hardware for counter balance and torque to 30 in-lbs. Partial step 3 installed stabilator on the tailcone and inserted temporary hinge bolts with threads ground off. The stabilator is over balanced slightly - too 16.08 ounces on the trim tab to balance it. Emailed Vans about it and they said tyhis is okay.
