The bell crank for the aileron on the starboard wing was rubbing on the bracket. Upon inspection, I realized that the bracket was installed about 0.25" too close to each other. To repair, the bolt holes were filled with flox and the entire area that the brackets sit were covered with 1 BID on each side.
