Before I checked emails when I got home, I rechecked the plans and realized what I did wrong on the rudder pedal installation. The AN960-10 washers were installed between the upper rudder pedal block and the firewall but should have been installed between the rudder pedal block halves. Easily removed the bolts and installed the washer in the correct position and torqued the bolts to 25 inch-pounds (plus prevailing torque). Rudder pedals now operated much more easily.
