Been in contact with Jack who is also building an RV-12. Back on 11-12-10, he sent an email asking if both AST's fit in hinges of stabilator at the same time. No go! I contacted Van's for recommended way forward and the response from Ken on 11-16-10 said:
"If the holes for attaching the hinges are correctly drilled, and the horns are tight to the ribs, it will fit. It is tight, for sure, but it will fit.
The photos don't really show much, unfortunately, but it does appear that something is holding the horns away from the ribs slightly. If correcting this doesn't fix the problem, then a new hinge will have to be drilled, in a very slightly different position, to allow the eyelets to align."

There was definitely a gap between the inboard ribs and AST control horn which appears to be enough keep the hinges from aligning. Drilled out rivets holding the inboard ribs in the AST and drilled out rivets separating the inboard ribs from the control horns. Re-riveted control horns to inboard ribs and clecoed ribs back into the AST. Trial fit the AST's on the stabilator and was able to get the hinges to line up. Very tight but they did fit. YEAH! Removed AST's from stabilator and riveted inboard ribs to AST's.
