Rivet the front spar to the skins on both elevators completing step 3 on page 9-13
Rivet the root rib to the rear spar. Rive the elevator gusset to the root rib/rear spar. Complete riveting the skins to the front and rear spars and the root rib. This closes out the elevator on the inboard end. Completing steps 1-3 on page 9-14
Completed step 7 on page 9-15, riveting the trim cable attach bracket to the cover plates
