Slowly, slowly drilled the first upper end hole in a gear leg. Seems to be the trick is to apply good pressure while the drill is throwing off a chip. This lasts a second or two, then let off. Bring the drill back up, dip it in a capful of oil, and spray oil down into the hole. The idea being that the Ti gets hot (and the tip of the drill bit does too). Do 2 or 3 "pecks" like this within a minute or so, then walk away and do a few more after things have cooled off. Working like this, I'm using a rather old 1/4" drill bit, but the chip coming off seems to be smooth.
