Outer rib/counterbalance attached, skin rivetted to lower side, then hinge attached ensuring no 'edge distance' problems.

It looked complicated from the plans and instructions, but in reality it was easy, once I'd figured out what was needed. The outermost edge of the hinge had to be a set distance from outermost trim tab skin hole, and the hinge needed to be positioned to ensure no edge distance problems when the trim tab and elevator were aligned.
A bit of gaffer tape, a 3/32 spacer between the trim tab and elevator took care of the alignment. I marked the hinge with a 'safe line' that ensured that there would be no edge distance problems, then position the hinge so that I could see the line through the skin holes. Drill the innermost and outermost holes, cleco them, then drill the rest.
