Overlapped elevator skin over counterbalance skin of tip ribs. The riveted tip rib to shear clips and front spar. Pealed back the skin to rivet the counterbalance skin to elevator skin. Filed the forward edge of the elevator skin to make it lie as flat as possible over the counterbalance skin. Used blind rivets on under surface of elevator skin to attach portion of counterbalance skin, elevator skin, and inside flange of inner tip rib.
