Located tie-down eye fitting on skin by using a spring-loaded center punch to mark the location. Drill a hole at the punch mark, and opened the diameter with a step-drill. Used the step-drill as a mill to move the hole center. Removed the remaining material on the skin with the step-drill. George held a vacuum to catch chips. Test fit tie-down eye to hole.
