Found that the nutplates has been installed on the outboard side. Drilled out the solid rivets, oversized the holes to #40 on the plate and nutplates and resinstalled nutplates with AN426AD-4-4 rivets. Only three wheelpant screws as original location interferes with bleed screw locaton.
Updrilled fiberglass wheelpant holes to allow #10 button head screw mounting.
Drilled and installed outboard wheelpant locating bolt, #10 with elastic nut.
