Drilled counterbalance weights matched to counterbalance skins and through ribs. (Hole for counterbalance screw is close to flange/web bend on both counterbalance ribs. After consultation with Van's Aircraft, I ground the washer down, polished, and primed them to prevent the washer from contacting the web when torqued).
Used wooden metal brake to bend the elevator skins to the proper angle.
Reassembled structure and clecoed skins to the structure (minus the counterbalance weights).
