I finally got the guys from Advanced Welding Technologies to come by and take a look at the hole. They confirmed that with 4130 tubing and the proper rod that welding a hold that size was structurally safe. The actual welding was a non-issue, I used to be a certified welder. The weld is not very pretty because all I did was fill the hole. I did not want to redo the whole thing because it would have made the paint repair much larger.
You can see from Photo 1 where I have feathered the paint for priming. I will need to apply several coats of primer to build the bare area up to level. Unfortunately the smallest quantity of custom mixed paint is 1 quart. By the time you add reducer and catalyst $$$. I will leave it in primer until time for painting the sheet metal.
