I talked with Recreational Mobility at length today regarding the wiring harness and the issues I was having with the gear. Jim put me in touch with his brother Dave who actually designed the panel. Very long story short both issues are now corrected and the gear is cycling normally and stopping when full up/down.
The left gear leg refusing to unlock was a product of low battery voltage. As soon as I hooked up the jumper cable from the truck, it worked perfectly. I'll have to be cautious of keeping the voltage up if I want the gear to come up.
the gear stopping issue turned out to be total operator error. By depressing multiple buttons on the board, I was bypassing the micro switches. As soon as I just pushed a single dow (S3) or the dual up (1/4) the gear stopped in the appropriate place.
