Started by fabricating a set of blocks that mimicked the angle of the trailing edge of the elevator all the way up to the leading edge of the elevator. One block on the inside of the skin and the other block on top on the outside of the skin. Used carpet tape on the blocks to prevent them from moving while bending the elevator tabs. Had previously marked a reference bend line on the elevator tabs per the instructions. Had fairly good success bending the tabs following the instructions using a block of wood to fold the tabs and finish the fold with a flush rivet set using very low pressure.
