Riveted rudder counter balance skin (R-713) to tip rib (R-703). Enlarged holes in front of bottom web of tip rib to #12 to allow installation of counter balance weight. (Did *not* install counter balance weight at this time). Riveted tip rib to top end of rudder spar (R-802PP). Riveted spar reinforcement plates (R-607PP, R-608PP) to aft side of rudder spar.
