Fit the elevator cutout channel. This was a bigger problem than anticipated because I had to position the channel from within the elevator. That meant removing clecos until the skin could be lifted enought to remove the shortened rib and slide the channel into place. The bigger problem then was to position the rib back into position.
If the rib is cut back enough to allow the channel rib to be flush with the tab cutout, there's not enough metal around the rivet hole that goes throught the skin, the channel and the rib. What I finally did was to put a curvature in the flange of the rib to allow the channel to move far enough forward. This kept a 2D distance from the edge of the hole to the edge of the flange.
