Wrapping up - per pic 2, the HS center bushing requires a bolt through the elevator horns and bushing - the difficulty was getting the washers inside placed between horns and bushing in center. Locally RV-7 builder Chad Jensen came to the rescue with these nifty washer wrenches in pic 1 - I could easily hold the washers in place while slipping the bolt through. I re-tested the elevator travel - the leading edges now scrape the HS rear spar during near max up travel, so later during final assembly, I'll turn the bushings out a half turn and marked a reminder on the skin. I also note the elevator bind slightly and don't swing as free, as the elevator horns bolt hole is probably not exactly aligned with the pivot axis of the hinges. I'll ponder that later... .
