The solution Vans uses for the brake pedal pivot is to use multiple bolts (two per pedal). The problem is that the bolts have a tendancy to misalign and cause binding. The biding can cause the brakes to drag. A while back I ordered a length of 3/16 304 stainless rod. I replaced the two bolts with a sindle rod drilled for cotter pins. The rod extends through both pivot points preventing misalighment and binding. The brake pedals now move free and smooth with no drag at all.
