The rudder skin is thin and the stiffiners shown add support. The final rudder assembly has little thickness overall and there is no room for a heavier skeleton framework. So, much work goes into cutting, trimming, deburring, and priming/sealing the stiffiners. The riveting goes rather quickly. The frame the skins will hang on is next and should go fairly quickly.
