Reassembled the flap skeleton and bottom skin to match drill the FL-706 A and B to the spar and end rib. Lined up the FL-706A as described in the plans and match drilled the spar, cleco'd as I went. Removed the parts and deburred the spar and FL-706A.
Marked the bend line on the FL-706B and bent it 6 degrees in the vice by clamping a long board on it to use as a lever. Slowly approached the angle in a couple of bends and trial fits. Once the angle was right I match drilled the end rib with the FL-706B, cleco'd as I went. Last step was to match drill the FL-706A with the FL-706B. Dis-assembled and deburred all holes.
Removed the rib from the flap and cleco'd the FL-706B on it. Drilled the flap actuator mounting hole to 1/4 inch, then used a bolt to center the nutplate on the hole and drilled the rib and 706B #40 for the nut plate rivets. Countersunk the FL-706B and dimpled the rib.
