Continued to sand and file the shoulder of the rudder tip up to align the holes. Was able to work the shoulder up enough to align all the holes with the skin and eliminate the problem of spreading the trailing edge of the rudder skins. Checked the alignment with rivets and they are easily inserted in the holes.
