Continued sanding the forward end of the rudder tip to get a good fit in the counterbalance skin. Once I was satisfied with the fit, I put some small bungees around the tip to hold it in place for drilling. Match drilled all the holes with the skin and cleco'd as I went. As I was disassembling the parts I noticed the bungees had pulled the trailing edge of the tip in between the rudder skins a bit. Moving the tip to close the rudder trailing edge I found the new holes are now misaligned with the skin. Worst holes are approximately 1/2 diameter off or 1/16 inch. I will attempt to sand the shoulder up to compensate.
