Cleco'd the bottom rib onto the spar. Enlarged the 0.125 hole to 3/8 inch by using an intermediate diameter drill bit, a 1/4 inch bit and final sized the hole with the step drill. Made the R-917 shim per plans. Rounded the top of the rudder horn to fit in the lower rib. Inserted a 3/8 bolt and clamped/cleco'd then drilled the shim, rudder horn, spar, and reinforcing plate to #30. Cleco'd on the other two spar reinforcing plates. Fluted the tip rib and counterbalance ribs usingthe table-top method. Cleco'd them to spar and drilled to #30. Cleco'd the counterbalance skin on.
