Proceeding with cutting metal (the new sub-panels) that are right and left of the main instrument panel.
Located the hole for the ignition switch, drilled the center hole and used the switch plate to mark the remaining material to remove to crate the notch at about the 8 o'clock position. Used a few different files to carefully remove the remaining material so the ACS ignition switch fits nicely into the new hole.
Located the position of the ELT indicator/switch, drilled the corners, and then used the Dremel to cut the rectangular hole required.
Located the position of the FPS switch, drilled and carefully created the notch at the bottom for the key in the switch which prevents rotation.
