The plans are not very clear as to whether the elevator skin should overlap the counterbalance skin. This seems to be the most logical way, but either way seems a bit odd.
I checked with VANs and they confirmed the counter balance skin should be under the elevator skin.
I also noticed there are two fairing attach holes in this overlapped area. The plans later have you drill these holes to #30 and dimple. I thought it was odd to dimple both layers at the same time so I decided to go ahead and drill these to #30 and dimple seperately before final assembly.
