Found center of the elevator and marked on top and bottom. used alighnment tool to atach the control horns with referance to the centerline and then atached the hinge mount to to the control horns. To atach the top control horn the center bottom skin rivets lined up with the placement of the control horn so it was drilled out and enlarged to A5 size. Their location was carefuly measured and transfered to the horn where it was used fot the atachment holes. When completed the mount on the stabalizer side is about a milimeter off so it is slightly off center but per that measurement within tollerance.
