I began with the top of the vertical stabilizer. Once the fit and drilling was done I filled the open end with a piece of foam. I then epoxied this in place with fiberglass. I will make two of these tips as I plan on possibly installing a video camera into one of the tips. I may not always have this camera in place so want to have an unmodified tip available. It's very easy to make this extra tip now rather than try to match one after the airplane is complete.
