Pic. 1. This Copyrighted page dated 2008 shows 2 holes at the circled location. Pics 2 and 3 shows two holes along the topside of the side cowling have nutplates. The Manual provides directions to assemble these nutplates but given the current cowling construction (in 2014) those nutplates are not necessary to complete the cowling and are completely useless.
Lockwood: I purchased my kit in 2014 and your drawing are from 1999 and 2008. Please update the manual or at least provide an online manual with current construction requirements.
