Brief Description:  Drill out rear spar W407B and Doubler 8

Wanted to be satisfied the CR3213-4-4 were setting properly. One did not and I drilled it out. First I just ground down the factory head to eliminate the steel locking ring that keeps the steel stem held fast. They are great rivets for high strength in high vibration areas. Then I used a 3/32 punch to tap out the stem. It pushes through that little remaining aluminum like butter, and then used a #30 bit to drill the head enough to snap off. The rest of the rivet then taps out just like others. Checked the work so far from the inside and the stems are all pulled into position within Cherrymax specs. I'm happy. For the one hole that includes the wing rib flange (slightly pushed inward when at rest), I am contemplating using a different rivet, or even a bolt/nut combo. Access is tough that deep into the wing. We'll see.
