There were voids in the lamination of the TE of the rudder. These voids would definately show after paint. We tried several times to fill them with filler, but they kept reappearing. To fix the correctly, i cut the worst parts with a dremmel disk and filled the void with flox. Once that dried, it was sanded and then flattened with filler. This was a frustrating pain.
