I talked with several RV10 builders who recommended installing an access hole for maintenance work on the step bolt. They say no matter how tight you get it...it will loosen over time and I will be glad I added an access cover plate. Beyond my EAA Tech inspection, I spent the rest of the day putting in access doublers and cover plates on both sides of the cargo bay to get access to the step bolts.
