Locate bung per instructions.

Match drill one hole using #30 drill while vacuuming.

Cleco hole.

Proceed to drill and cleco remaining holes.

Locate and drill center hole using 3/8" unibit.

Remove all chips using vacuum, tape, wire chip chaser.

Repeat for other side.
