I decided to use the Cleaveland Aircraft Tool Tail Light Adapter Ring. This will allow easy removal and replacement of the tail light/strobe.

Sand lower rudder fairing tail light surface flat using 320 s/p.

Center adapter ring on fairing, match drill fairing for flush rivets, using #30 drill, cleco as drilled.

Mark center of ring for removal.

Remove clecos and ring.

Locate and center drill area for removal, remove material with unibit and permagrit tools.

Verify ring fit.

Apply small bead of sealant between ring and fairing, cleco ring in place.

Rivet ring to fairing using p-rivet puller and flush rivets, 5x.

I will be using the AeroLED Suntail Position/Strobe light. This light requires that the case of the light be grounded. To accomplish this, an uninsulated ring terminal was crimped and soldered to a length of 18 AWG wire. The ring terminal was then place over the tail of the final rivet in the adapter ring and the rivet was pulled, securely fastening a ground wire to the adapter ring.

The remaing wires will be connected to a weather resistant plug to facilitate rudder removal.
