Install heat valves using correct hardware. It was necessary to remove the valves several times to clock the butterfly valve. This resulted in a minor redesign of the vavle control arm mount as every time the arm was tightened in place, the butterfly would bind. I ended up removing the brass bushing and replacing it with a washer and inverted metal lock nut. The arm was the clamped between the locknut, two lock washers and anothe lock nut. No binding noted.
Next, SCAT tubing was cut to length and installed between the heat muff and the valve. This was somewhat frustrating as there isn't much room to work, and the SCAT wire kept uncoiling. After several attempts, the tubing was installed and clamped to the heat muff and valve.
