With the .015 shim installed, the cowl would need to be shimmed OUT between .015 and .020. For this reason, I will remove the .015 shim previously installed.
Remove all clecos and brackets.
Install top cowl brackets without .015 shim, verify fit.
Cowl fits much better and is nearly flush with the fuselage skin.
Trim remainder of top cowling per plans. Sand edge to match fuse using permagrit tools. Sanding continued until cowling laid on brackets without touching fuse. Further final sanding will be completed a bit later, after skybolt brackets are riveted.
