I drilled the boot cowl holes up to #19, dimpled and installed nutplates. In the past I found that a small tweak to the location of the hole and dimple can make quite a substantial change to the flatness of the final finish, so I traced both bootcowls onto new metal and traced all the holes before dimpling! Then, if I have to, I can remake the cover with slightly adjusted holes. Fortunately, the starboard side came out pretty well.
