I match drilled the rudder horn and bolted on the lead rudder counterweight. It isn't heavy enough to balance the entire rudder (the centre of gravity is about 4" aft of the hinge line), so I've asked for expert opinion from the OEM :-) If I should, I'll add more weight to the upper side of the horn before closing this area out with the fairing.
