I checked out a few builders logs over the past few days and setting the brake cyliner mounting hole locations isn't that hard after all.
Rather than try to describe/show in just three pictures (limitation of KitLog Pro), I'll simply acknowledge Mike Bullock's RV-7 blog. His website (rvplane.com) has a very detailed entry dated July 19, 2007, that shows how it is done. Well done Mike. Thank you.
Anyway, I got my brake pedals assembled and they seem to operate very nicely.
After clamping the two rudder pedals together, I also clamped the two brake pedals together
With all pedals clamped in the neutral position I could then mark the hole location for the cylinders
