Lastly today I removed the horizontal stabiliser so I could attach both elevators and drill the control horns. I screwed the stabiliser down onto my bench top, with the rear spar overhanging the edge, and then bolted both elevators into place.
Next up I clamped both elevators in their neutral position (see bottom photo for how), and then marked and drilled the control rod attach hole through the elevator horns. I followed the instructions, except I didn't see the point of removing one elevator to drill the first hole. I just drilled it while still attached to the stabiliser. Anyway, I ended up with the required result...a nicely perpendicular hole match drilled through both elevator horns.
