I don't think the plans were very clear on this assembly step. I first installed the latch, engaged it, slid the handle in place and marked it for drilling. I then removed the latch so it could be match drilled on the bench.
I began by drilling all the way thru the handle, shaft, and handle again with a small bit appropriate to the tap size. Using a larger bit (screw size) I drilled thru the first part of the handle and shaft wall. This allows the mounting screw to pass through (note the countersinking on the handle). Finally, I slid the handle in place and tapped the wall of the shaft and the inside of the handle for the mounting screw.
The final photo shows the handle installed. Only thing left to do is shape and polish the handle.
