The next step in the SB 14-01-31 is to make the angles for the flange replacement. For the RV-7 they have a angle less than 90 deg. One side is also slightly oversized to facilitate positioning.
The new added stiffener have some pre-drilled holes, that is the new holes. The existing spar holes will be positioned between these hole. This require trial fitting and mark-up of the holes. I figured out the best fit was when I drew a centerline through the top row of holes, then measures 12/32 from the edge and lined that up with one of the existing holes in the spar. This way ended up with proper edge distance for most holes.
