illed out the rivet and then enlarged the hole with the drill. Then I inserted a new rivet down to skin and pulled it. It was flush this time. I also tried using the hand riveter for a couple of pulls, until the rivet was seated and then finishing with the pneumatic riveter. That worked quite well.
