I devised a way to have a jig in the garage for the horizontal stab and wings. What I came up with is a 4x4 wood X12 feet long and 9 feet high movable wing jig. When I'm not using it, I store it in the ceiling. The whole structure pivots on some 2x4 that I created as pivot points. Its held up by a screw driver and and metal bar. Image 3 shows how I put it up when its not in use.
