Brief Description: More final drilling and fitting tailcone upper ski

Final drilled the #30 holes common to the center and forward section bottom skins and the center bulkhead (wing spar carry through). Clecoed the tailcone upper bulkheads to their corresponding lower sections and celcoed the tailcone top skins in place.
