Worked on flaps commissioning. Found pin 1 in plug p-1-1 was not hot. In troubleshooting found 10 on lead was on the wrong breaker. It was located on the gear control breaker. Moved to flap breaker. Reconfigured flaps relay per drawing from Aerotronics. Flaps are working but not as planned. They work from full up to 10° down to full down. They will not return to 10° from full down. Only will return to full up. Flaps get confused from full down when changing direction in midstream of switch.
