I miss drilled the outside mounting hole for the F-912D up elevator stop. The result, not enough edge distance in the longeron for the 3/16” hole. I emailed Vans and this was the reply...

You can try to shift that hole over a bit. I would also make the attached repair/reinforcement to the area. It simply uses additional 1/8" thick sheet material made into a gusset and a shim. This can be attached using existing rivets, and 1 additional bolt. This should add significant strength to the area without adding a lot of weight. The F-912D Up Stop also anchors the Rear Spar of the Vertical Stab to the fuselage, so that is why you need either good edge distance or some additional structure there.
