This is to strengthen the landing frame. Simply Add strengthening pipe to the top holes. First the tube is reamed out with a16.5 Remer. Then the inserts are degreased and sprayed with ech-primer and then covered in ACH50 to help stop corrosion. They arte simply taped into place.
